Tom Matthew, Director, is a highly experienced economist who has undertaken a significant amount of economic research throughout the UK. He has over 20 years of consultancy experience, having worked for both big and small consultancy practices.
Prior to establishing Reference in 2004, he worked at Highlands & Islands Enterprise. Before that, Tom was a co-founder and Director of EKOS Economic Consultants.
Tom has an established reputation for authoritative, rigorous and objective research. His key skills are:
- Economic impact assessment, including analysis of additionality and displacement and the estimation and application of multipliers.
- Appraisal and evaluation of public sector projects and programmes, including economic impact, operational review and policy recommendations.
- Demand and market assessment.
- Design, delivery and analysis of primary research with businesses, stakeholders and consumers.
- Design and implementation of monitoring and evaluation frameworks.
